In recent years, accidents caused by faults in aging electric bicycles, battery short circuits, illegal modifications, and non-compliant batteries have provided profound lessons.

Recently, four Chinese government agencies jointly issued the Announcement on Strengthening Product Entry and Industry Standardization Management for Electric Bicycles. Starting November 1, electric bicycles that do not comply with mandatory national standards such as the Electrical Safety Requirements for Electric Bicycles will be prohibited from production, sales, and import. Additionally, electric bicycles sold after November 1 without valid certification will not be eligible for registration and licensing.

Market Supervision: Local market regulatory authorities must urge electric bicycle manufacturers and sellers to fully implement quality and safety responsibilities. They should strengthen inspections of product quality during production and circulation and take legal action against violations.

Registration & Licensing: Local traffic police departments must enhance the management of electric bicycle registration and licensing, strictly verifying sales invoices, product qualification certificates, and mandatory product certification.

Effective November 1, 2024:Electric bicycles sold before October 31, 2024, with suspended certifications due to incomplete certification updates, may still be registered.

Electric bicycles sold after November 1, 2024, without valid certification will not be registered, and relevant leads will be transferred to market supervision authorities.

Industry Compliance: If electric bicycle manufacturers fail to meet the requirements of the Electric Bicycle Industry Standardization Guidelines and refuse to rectify or fail to pass re-evaluation, the Ministry of Industry and Information Technology will remove them from the approved list.
